As Plymouth Housing’s first development outside of Seattle and the Eastside’s first permanent supportive housing project, Plymouth Crossing stands as a bold declaration: every person deserves a home.

For the residents who now call Plymouth Crossing home, this building represents more than four walls and a roof. It’s a rare and often first chance at safety, stability, and dignity in a world that has too often told them they don’t belong.

Serving Those Who’ve Been Left Behind

At Plymouth Housing, we serve individuals facing some of the highest barriers to housing — people not served by traditional systems. Many of our residents have experienced chronic homelessness, frequently rooted in the compounded challenges of:

• Incarceration – Formerly incarcerated individuals are 10 times more likely to become homeless. Discrimination in employment and housing creates barriers that feel insurmountable without help.
• Disability – People with disabilities are 2.5 times more likely to live in poverty. Income restrictions tied to benefits like SSI prevent them from building savings or gaining independence.
• Generational Poverty – Economic mobility remains out of reach for many low-income families, especially for communities of color facing systemic inequities and “network impoverishment”— a lack of financial safety nets that most Americans take for granted.

Plymouth Crossing offers permanent supportive housing (PSH)—a national best practice that combines deeply affordable housing with comprehensive, wraparound support services. Here, residents receive:

• On-site mental and behavioral health care
• Nursing and chronic condition management
• Recovery services and substance use support
• Case management and community-building resources
• 24/7 staffing for safety and assistance

The result? Approximately 95% of our residents remain stably housed long-term — a success rate that speaks to Plymouth’s impressive 45 years of experience in the region. This model works not only because it provides housing, but because it creates belonging. Permanent supportive housing recognizes that people can thrive when they are no longer just surviving. And it centers the truth that housing is a human right—not a reward for perfection.

The Eastgate Housing Campus — developed in partnership with PorchLight and Inland Group — brings together 92 supportive homes, a 100-bed men’s shelter, and over 350 units of affordable housing. It’s a holistic, community-wide response to a regional crisis.
