Creating Homes and Hope: Plymouth Housing’s New Redmond Development

Plymouth Housing is proud to partner with the City of Redmond and A Regional Coalition for Housing on a new permanent supportive housing building coming to Redmond. Addressing an urgent need for affordable housing, this new community will be home to 100 individuals exiting homelessness and making 0-30% AMI (Area Median Income), or up to $28,800 a year. This is Plymouth’s second building on the Eastside.

We are officially in the predevelopment phase of the process with community engagement underway; we will continue to work closely with the city and local community through design, permitting, and construction phases.

Plymouth’s new Redmond building will help 100 individuals receive the support they need to leave homelessness behind.

This project is funded by the Washington State Housing Finance Commission, the City of Redmond, direct appropriations from the Department of Commerce TOD grant program funded by Amazon and the state legislature, A Regional Coalition for Housing (ARCH), Microsoft, the Plymouth Housing PROOF Campaign, and anonymous donors.

The Building

This project will be located at 16725 Cleveland St. close to public transit, a priority for residents who may not have access to cars. Plymouth is currently engaged in the design process, working closely with the City and community members to ensure that the building fits seamlessly into Redmond’s downtown. Like many of Plymouth’s buildings in other areas, this site includes ground-floor office space, commercial space, and outdoor amenity areas, in addition to 100 residential units.

Plymouth’s development in Redmond will be located at 16725 Cleveland St. and include ground floor office space, commercial space, outdoor amenity areas, and 100 residential units for individuals earning 0-30% Area Median Income (AMI) and who previously experienced homelessness.

 

Once construction is complete and residents have moved in, Plymouth staff will build out programming to support residents on their journeys out of homelessness, and to create a sense of community and belonging. Residents will be able to participate in activities such as game nights, art projects, holiday celebrations, and group outings, and we will welcome local businesses and groups to get involved. Community Engagement

Plymouth has been focused on robust community engagement, proactively reaching out to community members and creating opportunities for Redmond residents to ask questions, express concerns, and offer ideas about ways to connect with the community. Our goal is to ensure that community involvement is a priority every step of the way.

In addition to working closely with the City of Redmond, our team has attended City Council meetings, reached out to neighboring business owners, and convened roundtable conversations attended by Plymouth leadership, board members, and current residents (learn more about David and Deb, two residents currently serving on the Plymouth board). Plymouth team members have been busy conducting tours of existing Plymouth buildings, attending community events, and holding as many conversations as possible. We look forward to our continued work within the Redmond community and are hiring a community outreach manager who will be focused on deepening these connections.

We are also convening a Community Advisory Group, a key requirement of Redmond City Code, to offer formal input and feedback on this project. Code requirements for community engagement can be found on the City of Redmond’s website. In addition, as the project moves forward, we will continue to proactively engage with the community, including businesses, schools, faith groups, local organizations, and interested individuals.

What’s next?

In the coming months, we will finalize the design and permitting processes, and move into construction. Check out the Redmond webpage to view our anticipated timeline. Groundbreaking is estimated to take place in 2025, with opening projected for 2026. Plymouth will continue to share updates as the project progresses, including opportunities for partnership with local organizations.

This new development will provide essential housing for people who need it—but more importantly, this building helps individuals exiting homelessness to rebuild their lives, gain stability, and find homes. We are thrilled to help Redmond achieve its affordable housing goals and look forward to continuing to partner with the community to create a welcoming, supportive environment for all residents.
