In his keynote address at Plymouth’s 2014 Key to Hope luncheon, Charlie put the issue of homelessness into a national context. He connects decades of change in our public health care system to changes in rates of chronic homelessness and to changes in the way “the public mental health system” is defined in the US. He also compares the cost of various alternatives for caring for people with persistent mental illness.
